Role in the estate

In shortGlenochil is a rebuilt, community-facing prison for adult men, admitted after conviction from other prisons rather than from court.

  • On current site since1966Developed and expanded over time
  • Design capacity668SPS listing, 9 September 2025
  • Main halls2Harviestoun and Abercrombie; separation unit in Devon Hall

The Scottish Prison Service (SPS) says Glenochil manages adult men serving short-term sentences, long-term sentences, life sentences and Orders for Lifelong Restriction (OLR).

It is a large community-facing prison giving priority to Forth Valley and Fife, and one of the major sites in Scotland for managing men convicted of sexual offences and men subject to an OLR.

A distinctive feature is how prisoners arrive: the SPS says people are not committed to Glenochil directly from the courts but are admitted after conviction from other local prisons around Scotland.

  • The SPS describes a prison that has been completely rebuilt in recent years.
  • NHS Forth Valley provides healthcare and Fife College the learning service.

What inspectors found in February 2025

In shortHMIPS found a mixture of positive and concerning results: one standard good, three satisfactory, four generally acceptable and one poor (decency).

  • Inspected24 to 28 Feb 2025HMIPS full inspection
  • Good1Health and wellbeing, up from satisfactory in 2019
  • Poor1Decency
  • Examples of good practice3520 of them in health services

Healthcare inspectors from Healthcare Improvement Scotland rated health and wellbeing as good. The report praised care for an older and infirm population, including men who were ill, disabled or dying, and commended peer mentors, particularly in induction and the recovery programme, and welcoming visit facilities.

  • Overcrowding: at the time of inspection 244 men were sharing cells built for one person.
  • Separation: 16 prisoners were held on Rule 95 in the main residential areas, outside the separation unit, with no regime.
  • Non-offence protection prisoners: their access to chaplaincy, work, addiction services and release preparation was more restricted than for the rest of the population.
  • Substances: the number of prisoners managed under the MORS substance-risk procedures was the inspectors’ greatest concern; 19 were taken to hospital under emergency procedures in the December before the inspection.

Why decency was rated poor

Environment

  • Recent Clackmannanshire Environmental Health Service criticism of food hygiene, storage, preparation and record keeping
  • Menus that had not changed for four years
  • Litter around the buildings
  • Poor cleanliness and insecure storage of cleaning chemicals on Harviestoun wing

Confidence and checks

  • Prisoners lacked confidence in the complaints system
  • The number of prisoners held under Rule 95 meant checks and balances for isolated prisoners were applied more ad hoc outside the separation unit

Staffing and the regime

In shortWinter staff shortages left the regime inconsistent, though the inspectors saw a more reliable footing by the inspection, hard won and easily lost.

  • Control and restraint instructors7 of 11Of the complement
  • First aid instructors1 of 4
  • Work for every convicted prisoner who wanted it3 days a week

HMIPS said the prison had suffered significant staff shortages during the winter, leaving the regime inconsistent and unpredictable, with prisoners locked up from 4pm and limited evening and weekend activity. Staff appraisal completion was extremely poor, and personal officers lacked time to fulfil that role.

The newer senior management team had concentrated on having enough staff to run a predictable, if not full, regime, and the inspectors said it appeared to be running on a more reliable footing during the inspection, while stressing that the improvement was hard won and easily lost.

Recent developments

In shortA nature-based wellbeing programme is running, within an estate at record population.

  • Average daily population, 2025-268,278Estate-wide; the highest on record
  • Estate design capacity7,805Against 8,321 held on 20 November 2025 (Scottish Parliament research service)

On 7 September 2026 the SPS reported on the prison’s Greenspace Programme, a nature-based wellbeing initiative of planting, gardening and time outdoors, supported by research from the University of Stirling.

Participants are men in custody selected by the NHS mental health team on the basis of interest, wellbeing needs and potential to benefit, and the SPS reports reduced stress and more positive routines among them.

Working at Glenochil

In shortGlenochil officers are on SPS terms in a busy, pressured site, according to the inspection.

Glenochil is in the Forth Valley, within the SPS central-belt recruitment area. Terms are set by the SPS rather than HMPPS.

  • HMIPS describes a population with a high proportion of older and infirm men, growing numbers on protection, substance-related incidents and shortages that disrupted the regime.
  • It also says the personal officer role, where staff build one-to-one casework relationships, needs more mentoring and development time.
