Where recruitment stands on 3 October 2026

In shortRecruitment is open but not unlimited: one live advert verified, others seen but not opened, and no countdown claims.

The practical position is that HMPPS advertises prison officer vacancies on the Civil Service and Ministry of Justice jobs sites, usually prison by prison and with closing dates, and also lets you register interest when no vacancy is open.

We opened one live advert in full on 3 October 2026: Prison Officer at HMP Birmingham, closing on 15 October 2026.

Our research also saw other prisons advertising in the same August 2026 cycle (job pages for Manchester, Brixton and Wandsworth, and Stoke Heath appeared in search results) but we did not open those, so we do not state their details.

We deliberately avoid countdown language. A closing date is a fact; a claim that 'places are filling fast' would not be, and there is no published count of places left. If a vacancy has closed by the time you read this, register interest and check back, because the service has been advertising repeatedly in cycles.

Merit vacancy
Two things about the HMP Birmingham advert are useful as a template for the current campaign. Posts are allocated in order of assessment score, and you can stay on the merit list for 12 months before applying again.
Six-month waiting period
The advert states a six-month waiting period for unsuccessful applicants at the sift or assessment stage. We explain these in our recruitment process guide and reapplying guide.

The live routes in or out of the standard campaign

In shortSeveral routes exist besides the standard application, and overseas applicants should not plan around visa sponsorship.

Besides the standard external application, HMPPS lists several routes. The recruitment statistics also mention an OSG to Prison Officer or Youth Justice Worker Fast Track, though we did not find its terms on the pages we read, so we do not describe them.

First Time Prison Officer Recruitment Scheme
Places new officers at busier prisons 75 minutes or more from home for their first 23 months, with up to £750 a month towards accommodation and £1,500 retention payments at 12 and 23 months; the page we read states it is currently closed.
Futures Recruitment Scheme
Places officers in a long-term high security prison for the first 23 months.
Returners' Scheme
For people who previously worked as prison officers and left within the last five years.
Advance into Justice
For armed forces leavers and veterans: a two-year fixed-term contract, with the chance to move to permanent after a year. See our ex-military guide.
Future Prison Leaders Programme
For graduates and people with management experience; it accepts applications from 5 to 30 October 2026 (details below).

Overseas recruitment is the big change

What the Pay Review Body reports

  • Roughly 2,000 to 2,600 staff recruited from overseas on sponsored visas.
  • The Skilled Worker salary threshold rising to £41,700.
  • A temporary exemption allowing HMPPS to sponsor prison officers until 31 December 2026.

What the October 2026 advert says

  • Candidates who need sponsorship are 'unlikely to be sponsored'.
  • Our editorial reading is that overseas applicants should not plan around sponsorship.

Intake: how many officers HMPPS is actually appointing

In shortAppointments and leavers were almost equal over the year to 30 June 2026, and appointments exceeded leavers in the latest two quarters; this is a data point, not a trend.

  • Appointed, 12 months to 30 June 20262,116Band 3 to 5, direct recruits plus conversions; down 333 or 13.6%
  • Leavers, same period2,095Down 786 or 27.3%
  • FTE in post22,001701 lower than a year earlier
  • Target gap1,823 short21,727 hours-adjusted FTE against a target of 23,550 at 30 June 2026

The best measure of recruitment is appointments. Appointments and leavers were almost equal over the year, yet FTE in post was 701 lower than a year earlier.

The published series measure different things (appointments and leavers are counts of people in the period; FTE in post is a point-in-time position), and we did not find a published reconciliation, so do not try to add them up.

Appointments dipped sharply in the autumn and winter of 2025 and recovered in 2026, and in the latest two quarters appointments exceeded leavers. It is a data point rather than a trend line, and we do not extrapolate it.

  • Earlier context from the Pay Review Body: 2,338 new officers in the year to 30 September 2025, down 45.6%, with 1,971 (84.3%) new recruits, the rest conversions.
  • The staffing annex shows the largest shortfalls at prisons including Full Sutton (108), Long Lartin (99), Cookham Wood (96) and Whitemoor (90).
  • A shortfall indicates demand for recruits at those sites, though we cannot tell you which prisons will advertise next.

The demand behind recruitment: estate growth and capacity

In shortDemand is linked to estate size and condition, but the Government figures are press-release claims and no source guarantees you a job.

  • Prison population, 28 Sept 202687,499On 28 September 2026, against useable operational capacity of 89,055 (headroom of 1,556)
  • Adult male prisons98% of capacityAs the Government describes them
  • Building programme£4.7bn14,000 additional places by 2031; more than 3,300 delivered since July 2024

Demand for staff is linked to the size and condition of the estate. HMPPS told the Pay Review Body it needs around 1,300 additional staff for estate expansion. That is a specific, sourced figure, though the report does not say by when.

New wings and houseblocks are being built at prisons including Channings Wood, Highpoint and Wayland, and HMP Welland Oaks, a planned 1,700-place prison in Leicestershire, is scheduled for 2029. Our prison staffing and attrition guide goes through the workforce side.

The Future Prison Leaders Programme (graduate route)

In shortA three-year graduate pathway with applications open 5 to 30 October 2026; the published training length differs from the standard route and we have not resolved it.

  • Applications5 to 30 Oct 2026
  • Assessment centres19 to 26 Jan 2027On 19, 20, 21, 22, 25 and 26 January 2027

The Future Prison Leaders Programme is a three-year pathway: Year 1 as a prison officer with an eight-week residential foundation course, Year 2 as a custodial manager, Year 3 as a head of function.

Eligibility, per the careers page: a degree or Level 6 qualification (or be coming to the end of one), or people-management experience; at least 18 when the programme begins; UK work rights and Civil Service nationality; UK residence for the last three years; and passing the medical and fitness assessments.

Scotland, Northern Ireland and private prisons

In shortScotland, Northern Ireland and private operators recruit separately, with their own pay and training; check each employer's page.

Scotland
Recruits through the Scottish Prison Service, with Operations Officer and Residential Officer routes, an SPS recruitment portal and a published fitness test (a 600 m treadmill run in 3 minutes 45 seconds at 6.4 mph, grip, push and pull tests and a one-minute shield hold, with one retake). SPS pays a Residential Officer starting salary of £37,682 from 1 April 2026. See prison officer pay in Scotland.
Northern Ireland
The Custody Prison Officer competition last closed at 12 noon on 17 July 2026 with a salary of £32,510 to £42,725 (stated as under review), a supplementary risk allowance of £4,284 and a boot allowance of £92.80. We could not verify eligibility and selection stages from the sources we used, so check the NICS Candidate Information Booklet. See prison officer pay in Northern Ireland.
Private prisons in England and Wales
Employ their own staff, not HMPPS civil servants, and recruit separately through each operator. Fifteen establishments are contracted out, and the Pay Review Body says the visa exemption extends to prison custody officers in private prisons. Pay and training lengths differ, and we found no verified wing-role terms, so check each operator's page. Our private prisons guide lists operators and flags where the data is dated.

What to do this month if you want to apply

In shortCheck eligibility first, plan the calendar around 8 to 10 weeks of checks, use true examples, and do not resign before a final offer.

The binary rules (age, nationality, residency, a clean declaration of your record) cannot be fixed later, so check them first. HMPPS says you can apply to more than one prison and your scores are reused.

The October 2026 advert warns that content generated by artificial intelligence and presented as your own may lead to withdrawal. Our application tips guide and fitness training plan cover preparation and fitness.

  1. Check eligibility early with the eligibility checker.
  2. Decide whether you want one prison or several: you can apply to more than one and your scores are reused.
  3. Plan the calendar: pre-employment checks take 8 to 10 weeks and start only after an assessment centre pass and a vacancy.
  4. Prepare your application with true examples from your own experience.
  5. Start fitness work if you have not already, since the medical and fitness test follow your provisional offer.
  6. Run your dates through the recruitment timeline tool so notice periods and training do not collide.

What we could not verify (and why it matters)

In shortWe found no numerical recruitment target and did not verify other adverts; we publish no intake forecast.

  • Applications722,239All roles, 1 July 2024 to 30 June 2026
  • Invited to assessment201,463
  • Provisional offers53,563
  • Formal offers accepted23,570

The HMPPS recruitment diversity release gives all-roles totals but these count applications, include non-officer roles and double count some candidates, so they say little about officer odds. See how hard is it to become a prison officer.

The Pay Review Body's 2027 report and the next HMPPS workforce release in November 2026 are the next hard data points. Our news hub will carry updates.

What we did not do

  • We found no announcement of a new numerical recruitment target in the sources we opened, so we do not quote one.
  • We did not verify the details of adverts other than HMP Birmingham.
  • We did not read the staffing annex beyond the tables quoted, or open the underlying spreadsheet for officer-specific application numbers.
  • We do not publish an intake forecast, a claim about how many places will open in 2027 or a view on how the Sentencing Act will affect staffing.

Frequently asked questions

Is the prison service recruiting in 2026?

Yes. As at 3 October 2026 we verified an HMP Birmingham prison officer merit advert closing on 15 October 2026, and the Future Prison Leaders Programme accepts applications from 5 to 30 October 2026. If nothing is open for your area, you can register interest on the careers site.

When is the next prison officer recruitment?

HMPPS advertises by prison and in cycles, with no single national date we could verify. The HMP Birmingham advert closes on 15 October 2026. Check the Prison and Probation Jobs and MoJ jobs sites for the live list, and register interest if none is open near you.

How many prison officers are being recruited?

In the 12 months to 30 June 2026 HMPPS appointed 2,116 Band 3 to 5 officers, including conversions, down 13.6% on the year before. In April to June 2026 it appointed 623. We found no published numerical target for 2026 or 2027, so we do not quote one.

Can I apply for prison officer if I need a visa?

Sponsorship is described as unlikely. The October 2026 advert says candidates who need Skilled Worker visa sponsorship are unlikely to be sponsored, and HMPPS's temporary exemption allowing it to sponsor prison officers runs to 31 December 2026. UK-resident applicants with the right to work are in a stronger position.

Is the First Time Prison Officer scheme open?

The careers page says it is currently closed. It had placed new officers at busier prisons 75 minutes or more from home for their first 23 months with accommodation help of up to £750 a month and £1,500 retention payments. Check the page for any reopening.

Is there graduate recruitment for prison officers?

Yes. The Future Prison Leaders Programme takes applications from 5 to 30 October 2026, with assessment centres in January 2027 and a September 2027 start. It requires a degree or Level 6 qualification, or people-management experience, and three years of UK residence. Unlocked Graduates is a separate programme whose next dates we could not confirm.

Why is the prison service short of officers?

Officer numbers fell 3.1% in the year to 30 June 2026 to 22,001 FTE, 1,823 below the hours-adjusted target of 23,550. The Pay Review Body links the position to heavy reliance on overseas applicants, visa changes and many leavers within 24 months, though it does not identify one single cause.
