HM Inspectorate of Prisons (HMIP) describes HMP Wandsworth as a local category B reception and resettlement prison for men. Its 2024 report says it was built 170 years ago and is a large Victorian prison serving the courts of south-west London.

About 260 prisoners were released into the community each month and around 295 were receiving support for substance misuse. HMIP also listed Oxleas NHS Foundation Trust as health provider and Novus as the education provider at that time.

The May 2024 inspection

In shortThe May 2024 inspection produced some of HMIP's most critical recent findings: poor for safety, respect and purposeful activity, and not sufficiently good for preparation for release.

  • SafetyPoor
  • RespectPoor
  • Purposeful activityPoor
  • Preparation for releaseNot sufficiently good

HMIP issued an Urgent Notification, published on 9 May 2024, and the full report followed on 6 August 2024. It identified 15 key concerns, of which seven were priorities.

The Chief Inspector wrote that failings were evident in almost all aspects of the prison's operation and traced the poor outcomes to leadership problems at every level.

  • Healthy prison tests, 2024: safety poor; respect poor; purposeful activity poor; preparation for release not sufficiently good.
  • Seven priority concerns covered inexperience of staff, self-harm, violence, drugs, time out of cell, activity spaces and attendance.
  • 10 self-inflicted deaths since the previous inspection; 69 per cent of surveyed prisoners had felt unsafe at some point; 44 per cent of those tested in the most recent confirmed random drug tests (February 2024) were positive.

Findings about staff

Concerns

  • Only 41 per cent of prisoners said most staff treated them with respect, which the Chief Inspector said was significantly lower than comparable prisons.
  • Although the prison was fully staffed in officer numbers, sickness, restricted duties and training meant that over a third could not be deployed each day.
  • Inexperience across every grade of operational staff was a priority concern, with most leaders temporarily promoted.

HMIP's reading

  • Staff were not wilfully neglectful but lacked direction, training and consistent support from leaders.

The 2025 independent review of progress

In shortBy April 2025 violence and self-harm had fallen, but staff experience remained low and the Chief Inspector called improvements limited and fragile.

  • Concerns followed up10Two good, three reasonable, five insufficient progress
  • Capacity cut150 spacesA further 150 planned
  • Officers unavailable on a given dayA thirdSickness, restricted duties or training

HMIP revisited between 31 March and 2 April 2025 and published its findings on 12 May 2025. Good progress was made on two concerns (including encouraging positive behaviour).

Violence and self-harm had fallen, assaults were around half the level seen at inspection, and a new governor with a more cohesive senior team had brought, in the Chief Inspector's words, a renewed sense of purpose.

Staffing, as HMIP saw it

Progress

  • Substantial investment in staff and training had brought greater stability.
  • Many experienced staff had been moved in from other prisons on a temporary basis.
  • The Trinity unit had become a working unit for prisoners on the enhanced level, with better staff-prisoner relationships there.

Still weak

  • Overall experience and capability remained low and middle managers lacked visibility.
  • Despite numerous recruitment campaigns there was a high number of temporarily promoted senior officers and custodial managers.
  • A third of officers were still not available for operational duty on a given day because of sickness, restricted duties or training.
  • Elsewhere relationships remained distant.

What the IMB said about staffing

In shortThe IMB's report for June 2024 to May 2025 is the most direct public commentary on staffing: high absence, inexperience and officers drafted in from elsewhere.

  • Staff absent every dayA thirdOn average
  • Staff with under a year's experience20 per cent
  • Prisoner-on-staff assaultsDown 31 per cent to 354
  • Deaths in custodyFourAgainst 10 the previous year

The Independent Monitoring Board's annual report for 1 June 2024 to 31 May 2025, published on 10 October 2025, says that a prison holding close to 1,500 men was often run by fewer than 85 officers.

It reports that after the Urgent Notification 25 officers, some very experienced, were drafted in from other prisons, mostly for three months.

The Board recorded that 32 per cent of Band 3 officers were unavailable in August 2024, 23 per cent in October and 36 to 37 per cent in November, January and April, and that the Payment Plus overtime budget had been spent by the end of the period.

The May 2024 inspection found poor outcomes for safety, respect and purposeful activity and not sufficiently good preparation for release. HMIP issued an Urgent Notification. A May 2025 review of progress then recorded improvement but said it remained fragile.

How many officers does Wandsworth actually have on duty?

Official sources describe availability rather than a fixed number. HMIP's 2025 review said a third of officers were not available for operational duty on a given day. These are monitoring-body observations, so treat them as indicative, not a published rota.

Wandsworth is in the inner London pay zone, which sets higher base pay than the national scale. It is not on the HMPPS market-supplement tables we checked on 3 October 2026, so no separate supplement is shown.
