HMYOI Feltham

Feltham A is a young offender institution (YOI) for boys aged 15 to 18 and Feltham B is a Category C prison and YOI in London for men aged over 18. HMPPS places it in the "Category C Trainer/Resettlement" functional group. Band 3 prison officer pay here starts at £43,290 on a 39-hour contract including the £2,000 market supplement (2026/27 rates).

HMYOI Feltham at a glance

  • It is one of the prisons listed for a Band 3 market supplement: £2,000 a year on top of base pay, non-pensionable, guaranteed to at least March 2027 and, on HMPPS's own wording, able to be withdrawn.
  • It sits in the Outer London pay zone, so Band 3 pay is higher than the national rate: £41,290 at 39 hours on the entry pay point against £37,131 nationally.
  • Its operational capacity of 553 ranks 9th of 10 in London (1 = largest).
  • Among the 26 prisons in the HMPPS "Category C Trainer/Resettlement" functional group with a published capacity, it ranks 20th by size.
  • Its latest full HMIP inspection (report published 26 August 2025) graded safety "poor" and purposeful activity "poor"; a later HMIP review report followed on 6 July 2026.
  • GOV.UK gives its nearest station as: Feltham.

Official description (GOV.UK/SPS/NI Justice): “Feltham A is a young offender institution (YOI) for boys aged 15 to 18 and Feltham B is a Category C prison and YOI in London for men aged over 18.” Official page.

Two units: Feltham A (boys 15-18, YCS) and Feltham B (men 18+).

One site, two establishments

In shortFeltham is one site with two separately inspected, led and reported establishments: Feltham A for boys and Feltham B for adult men.

The IMB's 2024-25 report says Feltham became two fully distinct establishments, each with its own governor and senior management team, with only a few services such as chaplaincy and the kitchen still shared. HMPPS workforce statistics list Feltham in the Youth Custody Estate group.

Check the vacancy wording and the establishment named before you apply.

Feltham B's history (HMIP)

  1. Before 2015Remand centre for young adults up to 21
  2. 2015Changed designation after a poor inspection
  3. 2023Became an adult category C prison

By extending the age limit to 25 and then 30.

  4. February 2025Age limit removed

The two sides

Feltham A

  • A young offender institution (YOI) for boys aged 15 to 18 (GOV.UK).
  • The only YOI in England from Cornwall to the Midlands, taking young people chiefly from Greater London (IMB).
  • Uses youth justice workers.

Feltham B

  • A category C prison and YOI in London for men aged over 18 (GOV.UK).
  • An adult men's prison where HMIP refers to frontline officers.
  • Prison group: HMIP names the Youth Custody Service; HMPPS performance ratings place Feltham B under its London region.

Feltham B: inspected in September 2025

In shortFeltham B's first inspection as an adult category C establishment found reasonably good respect but poor purposeful activity, with staff turnover and visa uncertainty the key risks.

  • SafetyNot sufficiently good
  • RespectReasonably good
  • Purposeful activityPoor
  • Preparation for releaseNot sufficiently good

HMIP inspected Feltham B between 1 and 11 September 2025 and published on 1 December 2025. It was the first inspection since the redesignation as a category C adult establishment. The inspectors held 451 men against an operational capacity of 478.

The Chief Inspector said the move had not been supported by enough planned education and work, and praised the abolition of the practice of keeping prisoners in conflict apart, which allowed free-flow movement.

  • Healthy prison tests, 2025: safety not sufficiently good; respect reasonably good; purposeful activity poor; preparation for release not sufficiently good.
  • In HMIP's survey 61 per cent of prisoners said most staff treated them with respect, against 71 per cent at similar prisons.
  • Key work: 79 per cent said they had a key worker, down from 95 per cent at the previous inspection; a large proportion of frontline staff were new to their roles.

Findings

Concerns

  • Illicit drugs and weak incident management, leading to what HMIP said was the highest rate of PAVA incapacitant spray use in England and Wales (175 uses in the 12 months before inspection); HMIP found its use appropriate in the cases it reviewed, most often in response to multi-perpetrator assaults.
  • Too few activity spaces and a severely understaffed offender management unit.
  • Continued high turnover of frontline staff made it hard to build experience.
  • Uncertainty about the future visa status of staff from overseas, affecting around 60 of 200 frontline officers, was the key risk to progress.

Positives

  • Leaders had tackled very high staff sickness.
  • Offline AI translation tools, which staff were using in everyday exchanges, were recorded as notable positive practice.

Feltham A: the 2026 review of progress

In shortThe May 2026 review found progress insufficient or worse in seven of 10 areas, driven largely by staffing shortfalls.

  • Concerns followed up10Seven from HMIP, three Ofsted themes; seven insufficient or worse, three reasonable
  • Boys held74The unit can hold up to 126
  • Frontline youth justice workers deployableUnder two thirds
  • Children saying they can turn to staff82 per cent

HMIP visited Feltham A between 26 and 28 May 2026 and published on 6 July 2026. At previous inspections in 2024 and 2025 it had found poor outcomes for safety and purposeful activity and reasonably good outcomes for care and resettlement.

A child had died in custody in the month before the visit, with several investigations under way.

The staffing story, as the Chief Inspector tells it

  1. December 2025Governor returned

After 11 months with the Youth Custody Service central team, by which time Feltham had acute staffing shortfalls.

  2. By early 2026National leaders stepped in

They reduced the population, provided staff from other establishments and approved overtime.

  3. May 2026 visitStill short

HMIP said the institution could deploy less than two thirds of its frontline youth justice workers, and average time out of cell had risen to little more than five hours a day in the month before the visit.

There were positives

Use of force and support

  • The rate of use of force fell from 116 to 96 incidents per 100 children per month (still the highest of all YOIs).
  • Around 95 per cent of incidents were recorded on body-worn video.
  • In HMIP's survey 82 per cent of children said they could turn to staff for help with a problem.

Youth Custody Service reply

  • The June 2026 reply said it would continue to focus on workforce stability and consider over-recruiting youth justice workers to cover custodial manager vacancies.

Independent monitors' view

In shortThe IMB saw the beginnings of improvement on Feltham A in 2025 but renewed violence and absence, and a very different Feltham B from a year earlier.

The IMB's annual report for 1 September 2024 to 31 August 2025, published in February 2026, covers both sides of the site.

IMB 2024-25

Feltham A

  • Staff absence has continued to affect the children's regime, mainly through training requirements and sickness, and boys remain in their rooms when staff are not there.
  • A new senior leadership team arrived in January 2025 and the Board saw the beginnings of improvement by the end of the year.
  • Violence increased from October 2025 and staff absence was high again by the time of writing.

Feltham B

  • A very different place from twelve months earlier, citing the end of keeping prisoners apart, free flow to workshops and education, and improved gate security and staff discipline.
  • The Board sees staff treating both children and adult prisoners with care and dignity every week and calls the work they do very difficult.
  • Capital projects such as the long-promised roofing repair have not been delivered.

Latest inspection

HMIP's most recent report on Feltham was published 6 July 2026 (full inspection report); that is the publication date, not the visit date.

safetypoor
respectreasonably good
purposeful activitypoor
preparation for releasereasonably good

Grades from the latest full inspection report, published 26 August 2025; the later report above is a follow-up review that does not re-grade the tests. These outcomes are for Feltham A (children), from the report published 26 August 2025, where HMIP uses the children's test names: 'care' is shown in the respect column and 'resettlement' in the preparation for release column. Feltham B (young adults) is inspected separately; its report published 1 December 2025 found safety not sufficiently good, respect reasonably good, purposeful activity poor and preparation for release not sufficiently good.

Of the 122 prisons with full HMIP grades, 13 share its "poor" safety grade and 38 its "poor" purposeful-activity grade. Only 41 of those 122 prisons were graded "poor" on at least one test, and this is one of them.
