Inspection findings, October 2024
In shortA very safe prison: good on three tests and reasonably good on respect, with nine examples of notable positive practice.
- SafetyGood
- RespectReasonably good
- Purposeful activityGood
- Preparation for releaseGood
HMIP's unannounced inspection (8 to 9 and 20 to 24 October 2024, published 10 February 2025) rated safety, purposeful activity and preparation for release 'good' and respect 'reasonably good', matching the 2019 results.
The Chief Inspector called it a very safe prison where self-harm and violence were rare, prisoners were motivated by the quality of life and by opportunities for work and release on temporary licence, and staff-prisoner relationships were positive.
Ofsted assessed education, skills and work as 'good' against all of its measures, and offender management, public protection and family contact support were described as very good.
Notable practice and five key concerns
Notable positive practice (nine examples, unusually many)
- Two senior officers appointed to run an enrichment programme of games, hobbies and activities
- A prison shop on the grounds so men can buy their own groceries seven days a week
- Health services described as exemplary in leadership and management; no dentist waiting list
- Partnerships with East Kent College and other providers, plus a prisoner-run cafe in the local community
- A highly effective prison-wide reading strategy
Concerns (two of them priorities)
- Communal residential areas, such as showers, toilets and food preparation areas, were not clean enough (a priority)
- Too many prisoners allocated to wing work such as cleaning and serveries, leaving them underemployed and poorly supervised (a priority)
- Punctuality at activities
- Long delays before some prisoners could access release on temporary licence
- Some men leaving without confirmed public protection management levels
What the monitoring board added
In shortThe IMB called Standford Hill exceptionally well run, but warned that early release schemes had changed the mix of prisoners and put the rehabilitative model at risk.
- HMPPS rating82.8%2025/26 performance rating: 'outstanding performance', the highest in this group of ten prisons
The IMB's annual report for April 2024 to March 2025 (published October 2025) described Standford Hill as an exceptionally well run and effective prison, while warning that early release schemes and the temporary presumptive recategorisation scheme had changed both the number and the mix of prisoners, in its view putting the rehabilitative model at risk.
It reported a recruitment freeze during the year that left personnel gaps, particularly in security staff, since remedied, and raised concern that staffing levels at night were very low.
Frustrations and progress (IMB)
Frustrations
- PIN phones still not implemented
- Technology to validate release on temporary licence not implemented
- A need for non-internet mobile phones
- A recommendation that officers be on the wings rather than in the wing office and wear body-worn cameras routinely
Progress
- Some new laundry machinery
- A significant renovation programme beginning
- An X-ray machine and bag scanner now in place
Staff and leadership
In shortOfficer staffing was appropriate at the time and leaders were visible, though buildings were dilapidated and some expectations were not fully reinforced.
- Officers in post62 FTEBand 3 to 5 officers against a target of 69 at 30 June 2026
HMIP wrote that officer staffing levels were appropriate at the time, while vacancies and absences at other grades had affected the offender management unit.
It said the governor and most leaders were visible and approachable, that staff were well supported by managers and colleagues, and that over 100 prisoners went out to work in local towns and cities every day.
The inspection week itself was one of upheaval: 75 prisoners were released on one day under the 40% early release scheme, which inspectors said was well planned and executed. Our open prisons guide explains the model.
- HMIP also criticised buildings that were dilapidated or not fit for purpose, including the offender management unit and healthcare unit.
- Weak formal consultation left some prisoners ill-informed.
- Leaders had not fully reinforced expectations for those living and working in a category D community, for example cleaners were not always held to account.
