HMIP inspection, early 2026
In shortHMIP called the 2026 inspection encouraging, with progress on training and resettlement, but safety was not sufficiently good.
- SafetyNot sufficiently good
- RespectReasonably good
- Purposeful activityReasonably goodPoor in 2022
- Preparation for releaseReasonably goodNot sufficiently good in 2022
HMIP's unannounced inspection took place from 26 January to 5 February 2026 and the report was published on 11 May 2026, with the Chief Inspector's foreword dated March 2026. He commended the prison for making progress towards its core training and resettlement role. Previous full inspection: April 2022; a scrutiny visit followed in March 2023.
- 12 key concerns, four of them priorities: use of force governance, drugs and physical security, building defects, healthcare governance.
Strengths
- Respectful staff-prisoner relationships; most men described officers as approachable and fair.
- High attendance at work and education, an improved curriculum, and an Ofsted judgement of overall effectiveness as good.
- Fair treatment work, including a partnership with the Zahid Mubarek Trust that created a group of equality advocates and a reverse-mentoring initiative in which black prisoners mentored senior leaders.
- Eight examples of notable positive practice.
Concerns
- Weak governance of use of force, including high use of PAVA incapacitant spray without investigation of whether it was justified.
- High drug use, with random testing reintroduced only in 2025.
- Defects in the fabric of buildings, with damaged windows, heating and flooring and slow repairs.
- Healthcare governance lacked a functioning partnership board, and long waits for GP and dental appointments were recorded.
Staffing: the honest picture
In shortStaffing is a live issue at Wayland: officers were about 61 short of target at 30 June 2026, and HMIP called the medium-term picture bleak.
- Officers, 30 June 2026170 FTEBand 3 to 5, hours adjusted
- Target231Shortfall of about 61
In its leadership section, the 2026 report says many staff told inspectors of low morale, often linked to low staffing levels, and that leaders had managed a severe shortage of staff with overtime payments and support from officers on detached duty.
It adds that this was not sustainable and that, in the medium term, the picture looked bleak, as recruitment was not keeping pace with departures.
- The prison's Independent Monitoring Board (IMB), covering 1 June 2024 to 31 May 2025, described a high proportion of inexperienced officers.
- It said staff shortages began to bite again towards the close of the year, and recommended a re-evaluation of the staffing profile of the older wings.
Independent monitoring and performance
In shortThe IMB found more prisoners fearing for their safety in 2025, and HMPPS rated Wayland 2 of 4, "performance of concern".
- Prisoners fearing for safety14% to 27%2024 to 2025; survey answered by just under 25% of the population
- HMPPS rating 2025/262 of 4Scored 57.7%
- The number of prisoners self-isolating through fear had declined markedly.
- The Board reported intermittent bed bugs and mould mainly in the newer-build units, which it said would be solved only by refurbishment or replacement.
- It also reported a noisy new segregation unit.
- The prison is on national pay; no market supplement is listed on the HMPPS pay page (checked 3 October 2026), a point worth noting given the staffing position. Compare earnings on the pay page.
