What inspectors found (report published 15 September 2025)

In shortHMIP judged respect reasonably good and safety, purposeful activity and release preparation not sufficiently good.

  • RespectReasonably good
  • SafetyNot sufficiently good
  • Purposeful activityNot sufficiently goodImproved from poor
  • Release preparationNot sufficiently good
  • Earlier concerns6 of 13Fully addressed; first full inspection since late 2022

The prison was generally calm and most prisoners felt safe, but violence was higher than in similar prisons, few incentives encouraged positive behaviour, and some acutely mentally unwell men waited unacceptably long for secure hospital transfers.

Sealed cell windows and netting over yards were credited as effective measures against drone deliveries, and mandatory drug testing suggested drug use was lower than at comparable prisons.

Five priority concerns and positives

Priority concerns

  • New arrivals had a very limited regime and waited too long for phone numbers to be approved
  • Mentally unwell men waited too long for transfer
  • Not all health care areas met infection prevention standards
  • Induction to activities was slow
  • Remand prisoners had too little resettlement support
  • Just over half of prisoners lived in overcrowded conditions, and about 40% were locked in their cells for more than 21 hours a day

Positives

  • A mental health and substance misuse service giving good care despite high need
  • Peer mentors known locally as Here2Help

Leadership, staff morale and retention

In shortStaff-prisoner relationships were a strength, but leadership churn, a young officer workforce and low morale were challenges.

  • Governors in three yearsFourA new governor had been in post for only three weeks at the visit
  • Officers in post under two yearsOver a third
  • Band 3 to 5 officers (FTE)260 / 284Against target, HMPPS workforce statistics 30 June 2026

The Chief Inspector's summary (dated July 2025) said staff-prisoner relationships were a strength, although this did not yet translate into effective key work. It identified a lack of continuity in leadership as a critical challenge, though the senior team was described as experienced and competent.

HMIP's report names the changes of governor since 2020, and a reader should check GOV.UK for the current governor, as it changes.

  • Recruitment had been successful, but leaders' coaching and mentoring for new officers had helped reduce attrition without fully addressing high sickness absence
  • HMIP's survey showed morale was low among operational staff, who were unhappy with shift patterns
  • Too few officers and middle managers had regular sessions with a line manager
  • Inspectors also met supervising officers they described as proactive and compassionate
